What does “being Black” mean ?

Lately I was wondering How come some people who are clearly darker than me are called “brown people” and why some people think that “dark skin” is only/mostly in Africa.
Not to mention the “basic black features”, shape of face/nose/mouth that’s supposed to define black from other “colors”.
In France people would more likely to say “black” instead of “noir(e)” (the actual word for “black” in French), as if the proper word was too strong and too bad, almost like “nègre”.
By calling a certain group of people “black”, people tend to avoid origins like “congolaise”, ” afro americain”, “martiniquais”. And this word is generalizing the group of people even though in most of all communities the tanner you are the easier you’ll be rejected/ seen as poor/ neglected by your community (see in Asia/ South America/ Europe and some African communities).
So what is the best thing to do ? Should we stop talking about a “black community” which is very risky when you know that it is our weapon to fight racism/ discrimination…
